Position Overview
The Senior Financial Analyst will provide expert financial, budgeting, and cost analysis support for Military Construction (MILCON) and Installation Communication Grid (ICG) initiatives in support of Marine Corps Installations Command (MCICOM). This role requires a highly experienced professional capable of performing complex cost estimation, budget development, and funding analysis while ensuring alignment with Department of War (DoW) and Marine Corps financial policies. The Senior Financial Analyst will support the full range of MILCON financial activities, including PPB&E (Planning, Programming, Budgeting & Execution) processes, POM package development, funding requirement forecasts, and congressional justifications. This position will serve as a key resource for financial planning, cost validation, and budget execution throughout program lifecycles.
Responsibilities
- Support MILCON budget development and ensure alignment with Marine Corps requirements and DoW policies
- Develop and validate project cost estimates for MILCON and infrastructure initiatives
- Conduct construction funding analysis to support planning and execution of projects
- Support development of DD Form 1391 documentation and related funding packages
- Validate MILCON costs and perform detailed cost analyses for ongoing and planned projects
- Support funding requirement forecasting and long-term budget planning efforts
- Assist in preparation of decision packages, Program Objective Memorandum (POM) submissions, and PPB&E process documentation
- Provide cost estimation support, including detailed cost breakdowns and analysis of assumptions
- Analyze funding requirements to ensure projects are adequately resourced and aligned with strategic priorities
- Support budget justification materials and prepare documentation for internal and external review
- Assist in preparation of congressional justification materials and briefings as required
- Collaborate with program managers, engineers, and financial staff to ensure cost accuracy and budget alignment
- Provide analysis and recommendations to optimize funding utilization and mitigate financial risks
- Maintain records, documentation, and reports in compliance with federal and Marine Corps financial policies
- Assist with the development of Standard Operating Procedures (SOPs)
- Support the compilation of data and information for timely submission of congressional reports
- Provide analyses, products, and presentations to defend the Defense Department’s USMC budget
- Support the development of Unfunded Priority List, materials, etc.
- Support the collection and integration of financial data, including the data calls to collect such information, to include determining the appropriate analytic methods to develop reports and briefings
Qualifications
- Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or related field
- Minimum of 15 years of experience in financial analysis, budgeting, or cost estimation for federal, defense, or infrastructure programs
- Demonstrated experience with MILCON funding, budgeting, and cost validation processes
- Strong knowledge of DoW and Marine Corps financial policies, PPB&E process, POM package development, and congressional justification requirements
- Expertise in project cost estimation, construction funding analysis, and budget forecasting
- Advanced proficiency with Microsoft Office Suite (Excel, PowerPoint, Word) and financial modeling tools
- Strong analytical, problem-solving, and decision-making skills
- Excellent written and verbal communication skills, including ability to present complex financial data to senior leadership
- Extensive experience in translating stakeholder requirements into executable solutions
- Experience with Congressional reporting requirements
- Congressional staff experience, especially with appropriations
- Experience with DoW organizational structure and correspondence processes
- Active Secret clearance required
- Must be a U.S. Citizen
Desired Qualifications
- Master’s degree in Finance, Accounting, Business Administration, or related field
- Experience supporting Marine Corps MILCON programs or other DoW construction programs
- Knowledge of financial management systems used in federal and defense programs
- Experience preparing and presenting budget and cost information to senior stakeholders, including congressional staff
